Jurisdictions have the discretion to adopt standards more stringent than the Basel minima and to implement Basel standards before the deadlines. Basel III (or the Third Basel Accord or Basel Standards) is a global, voluntary regulatory framework on bank capital adequacy, stress testing, and market liquidity risk. This third installment of the Basel Accords ( see Basel I , Basel II ) was developed in response to the deficiencies in financial regulation revealed by the financial crisis of 2007–08 . The Basel Framework is the full set of standards of the Basel Committee on Banking Supervision (BCBS), which is the primary global standard setter for the prudential regulation of banks. The membership of the BCBS has agreed to fully implement these standards and apply them to the internationally active banks in their jurisdictions. The BIS developed into a global meeting place for regulators and for developing international standards (Basel Concordat, Basel Capital Accord, Basel II and III).
